2008臺北購物節「樂購579」抽獎活動,9月21日在八德路封街活動中於律師見證下
公開抽出,此次計抽出第一重購物禮金一萬元計11名,及第二重福袋獎數百名,依
參與此次得獎人的消費金額統計,平均每位得獎者的消費金額為12,147元,得獎者
以女性居多數,佔78.7%。

在20日與21日的八德路封街活動中,吸引了將近十萬人次參與此次臺北3C影音封街
特賣嘉年華活動,各式各樣的特賣、首賣與折扣優惠吸引了大量買氣,讓八德路與
光華數位新天地的店家笑開懷。而為吸引更多民眾購物消費,臺北購物節特別推出
樂購579三重大抽獎活動,只要消費滿579元以上的發票,就有機會抽中各式大獎;
而在21日八德路封街活動中,於下午五點整,特別舉辦第二次抽獎活動,在廖穎愷
律師見證下抽出得獎名單。

得主中,也有只消費了一筆600元發票就抽中一萬元購物金,因此,提醒民眾在臺北
購物節期間,凡於活動特約店消費滿579元以上的發票,即可上臺北購物節官方網站
登錄,就有機會像這些得獎人一樣幸運中獎。

劉處長指出,據得獎人的性別分析,女性的確是購物主力部隊,也比較注重自身的
權益,佔得獎者78.7%,男性只有21.3%,因此鼓勵男性消費者多多將自己的消費發
票上網登錄參加抽獎;只要在台北市購物消費579元以上的發票,就有機會參加第三

第一屆臺北傳統藝術藝師」徵選即日起受理推薦







為表揚設籍於臺北市與臺北縣對保存及維護傳統藝術具有特殊貢獻的個人或團體,臺北市政府與臺北縣政府聯合辦理「第一屆臺北傳統藝術藝師」徵選活動,即日起至10月15日止受理各方推薦。

「臺北傳統藝術藝師」每兩年舉辦一次,每次選出二名得獎者,個人得獎者或團體得獎者將由臺北市政府與臺北縣政府聯名分別授予「臺北傳統藝術藝師」或「臺北傳統藝術藝師團」榮銜。臺北市政府與臺北縣政府將共同舉行頒獎典禮、頒發證書、獎座及獎金新臺幣35萬元整(含稅),也將於藝師相關處所掛牌表彰其貢獻,並共同為藝師舉辦展演活動。

「臺北傳統藝術藝師」當選後,必須於一年內於臺北市、臺北縣公開展演一次(場)。此外,得獎者可自行或在個人或機構的協助下從事整理、保存及研究發展其專長之傳統藝術,臺北縣市政府文化局將優先考量補助。

U.S. President George Bush says he is still hopeful that an Israeli-Palestinian peace agreement can be reached. VOA's Paula Wolfson reports that Mr. Bush spoke during talks at the White House with Palestinian President Mahmoud Abbas.

For months, President Bush has been saying a peace deal is possible before he leaves office in January.

But now, his comments are more measured. With a transition of power underway in Israel and time running out for major concessions, Mr. Bush is saying only that he is hopeful.

He told President Abbas that he will do all he can to spur progress toward the creation of a Palestinian state.

"As you know, I have four months left in office. And I am hopeful the vision that you and I have worked on can come to pass," he said.

President Bush said it will be hard work. But he said there is plenty of desire and determination.

Mahmoud Abbas vowed to continue the search for a two-state solution with Israel. He said hope will remain, adding that the Palestinian people cannot live without it.

Israel and the Palestinians revived peace talks after a summit last November in the United States. President Bush has made two trips this year to the Middle East to help move the process along.

But so far, the negotiations have yielded little. And there has been almost no progress on the most contentious issues, such as the status of Jerusalem and the borders of a Palestinian state.

Further complicating matters is the resignation of Israeli Prime Minister Ehud Olmert -- one of the key players in the peace process. His designated successor is Tzipi Livni, who has been serving as foreign minister. She has signaled her intent to keep the negotiations going. But analysts say her initial focus will likely be on building a governing coalition.

Iraq's president Jalal Talabani, touting security gains in that country, has appealed to nations around the world to open diplomatic missions in Baghdad and drop sanctions left over from the Saddam Hussein era. The Iraqi leader was among speakers Thursday in the U.N. General Assembly's general debate. VOA's David Gollust reports from our U.N. bureau.

The Iraqi president says his government still has a long road ahead in its efforts to restore full peace to the country.

But in his U.N. speech, he highlighted incremental successes by Iraqi security forces in Baghdad, Basra, Mosul, and Diyala provinces, and said the government aims to take over security responsibilities for the entire country from U.S.-led multi-national troops by the end of this year.

Accordingly, Mr. Talabani appealed to the world community to recognize the security gains by reopening or establishing diplomatic missions in Baghdad and by increasing the level of representation at the handful of foreign missions already functioning there.

Citing the Baghdad government's commitment to democratic rule and non-interference in neighboring countries, Mr. Talabani urged U.N. members to lift leftover sanctions from the Saddam Hussein era under Chapter Seven of the U.N. charter, and drop or ease compensation claims stemming from actions of the former dictator.

"Iraq no longer threatens international peace and security," he said. "And therefore we call on the international community to adopt measures so that Iraq will no longer be subject to Chapter Seven of the Charter of the United Nations. We call on the international community to take all the measures needed to lift all actions undertaken by the Security Council against Iraq based on this chapter with regard to compensation."

The Iraqi president capped a parade of General Assembly speakers that also included, among others, the leaders of Macedonia and Armenia.

In his speech, Macedonian President Branko Crevenkovski accused Greece of violating a 1995 understanding with his government by blocking Macedonia's bid to join NATO at the alliance's Bucharest summit last April.

The two countries have been locked in a dispute over the name of the former Yugoslav republic, with Greece contending that the use of Macedonia implies a claim to its northern province of the same name.

Mr. Crevenkovski called the Greek contention absurd but said his government remains committed to a reasonable resolution of the dispute under the auspices of U.N. envoy Matthew Nimitz.

"The Republic of Macedonia is ready to accept a fair compromise and reasonable solution which is not going to deny our national, cultural identify," he said. "It is understandable that we are not ready to give consent to just any kind of solution in the case when such an important national issue is in question. If the reason for our integration into international institutions is to contribute to the stabilization of our state, then we should not allow ourselves to be humiliated and to experience internal destabilization due to ill compromise."

In his message, Armenian President Serzh Sargsyan expressed concern about the possible advent of a second Cold War because of U.S. Russian-tensions stemming from last month's Georgia crisis.

He also said his government continues to actively negotiate with Azerbaijan in the framework of the OECD's Minsk group over the status of Nagorno-Karabakh, an ethnic-Armenian enclave within Azerbaijan.

Mr. Sargsian said the result should be independence for Nagorno-Karabakh, an outcome widely opposed by members of the international community.

The president of the island state of Sao Tome and Principe off the coast of West Africa, Fradique Bandera Melo de Menezes, was one of several leaders to urge serious international efforts to reverse global warming.

He said in the last 10 years, giant ocean waves have begun to inundate coastal highways, isolating key regions of the low-lying country.

Armenia's president told the United Nations General Assembly Thursday that "the time has come" to solve Armenian-Turkish problems.

Serzh Sargsyan praised the outcome of a recent meeting with his Turkish counterpart, Abdullah Gul, saying Mr. Gul shares his determination to move quickly and resolutely in that direction.

Turning to another regional conflict, Mr. Sargsyan criticized what he called Azerbaijan's "belligerent" stance on the breakaway region of Nagorno-Karabakh. Nevertheless, he vowed to continue negotiations with Azerbaijan to seek recognition of the largely Armenian-inhabited region, which he characterized as effectively independent.

The Armenian president also denounced the recent bloodshed in the South Caucasus, which he said threatened the entire region and beyond. He said the General Assembly must work to modernize its institutions and prevent a return to Cold War-era divisions.

Ethnic Armenians in the Nagorno-Karabakh area declared independence from Azerbaijan in 1988, triggering a six-year conflict between Azerbaijan and Armenia. A cease-fire was declared in 1994, but sporadic exchanges of gunfire continue. The conflict has claimed 35,000 lives.

Azerbaijan's President Ilham Aliyev recently met with his Russian counterpart, Dmitri Medvedev, and called on Russia to continue what he called its "active role" in settling the Nagorno-Karabakh conflict.

Zimbabwe's President Robert Mugabe has appealed for an end to international sanctions against his country now that a power-sharing agreement has been reached between his ruling party and the opposition. He spoke at the United Nations General Assembly session on Thursday that also included a message from Pakistan's new President, Asif Ali Zardari. VOA's David Gollust reports from our U.N. Bureau.

The United States, the European Union and others who have imposed sanctions against the Mugabe government because of political repression in Zimbabwe. They have withheld action on rescinding the measures, waiting to see whether the promised power-sharing with the opposition is real.

But in his General Assembly message, Robert Mugabe called for an immediate end to what he termed the "illegal sanctions" so that the government can focus, undisturbed on what he called its economic turn-round program.

The long-time Zimbabwean leader hailed South African President Thabo Mbeki, the southern Africa regional grouping SADC and others for helping to bring about the power-sharing deal, which Mr. Mugabe said was an African solution to an African problem.

Mr. Mugabe said his ZANU-PF party will abide by the spirit and letter of the accord but made no mention of opposition leader Morgan Tsvangirai, who became prime minister under the accord. At the same time, he delivered a blistering attack on the United States and others who put sanctions on the Zimbabwean leader and his key associates because of election- rigging and human rights abuses.

"Where is the protection of the small and innocent countries like mine from the threatened and real acts of aggression and punitive acts, often based on completely false allegations of violations of the rule of law, democracy or human rights? By the way, those who falsely accuse us of those violations are themselves international perpetrators of genocide and mass destruction," said Robert Mugabe. "The innocent masses of men, women and children who have perished in their thousands in Iraq surely demand retribution and vengeance. Who shall heed their cry?"

Mr. Mugabe said the U.N. Security Council has been manipulated by powerful countries and said U.N. reform should include expanding the council to include two veto-wielding African members, while shifting major powers to the General Assembly.

The days session also include the first General Assembly speech by Pakistan's new President, Asif Ali Zardari.

Placing a photo of his late wife Benazir Bhutto on the rostrum as he spoke, Mr. Zardari pledged to combat the kinds of political extremism that took the life of Ms. Bhutto, who was assassinated last December in Rawalpindi.

Mr. Zardari appealed for international support for his government's anti-terrorism drive, but said the problem cannot be fought by military means alone. He said Pakistan wants to work with NATO forces stationed in neighboring Afghanistan. But he warned that military strikes into Pakistan are counter-productive.

"We must all fight this epic battle together as allies and partners," said Asif Ali Zardari. "But just as we will not let Pakistan's territory to be used by terrorists for attacks against our people and our neighbors, we cannot allow our territory and our sovereignty to be violated by our friends. Attacks within Pakistan that violate our sovereignty actually serve to empower the forces against which we fight together."

The Pakistani leader was followed to the podium by Sudanese Vice President Ali Osman Taha, who defended the Khartoum government's handling of the Darfur crisis, while blaming continued violence on the Darfur rebel factions who have refused to join the regional peace process.

He said the Darfur rebels do not want peace in Darfur, but rather regime change in the capital, as seen by their attack on Khartoum last May. The second-ranking Sudanese official also condemned the Darfur-related international arrest warrant against President Omar Hassan al-Bashir as illegal interference in Sudanese politics.

Russian Prime Minister Vladimir Putin says he is ready to consider helping Venezuela develop a nuclear energy program.

Mr. Putin made the comment Thursday as he met with visiting Venezuelan President Hugo Chavez outside Moscow. Earlier, the Kremlin said it would lend Venezuela $1 billion so the South American country can buy Russian military hardware.

Mr. Chavez is making his second trip to Russia in two months. The visit comes as a Russian naval squadron sails to Venezuela for joint military exercises. Earlier this month, two Venezuelan bombers conducted air patrol flights over neutral waters in the Caribbean.

Venezuela's efforts to forge closer ties with Russia come as both countries criticize U.S. foreign policy.

Separately, Mr. Chavez is seeking to boost ties with China through increased oil sales to reduce his country's dependence on the United States.

The Venezuelan leader Thursday said his country aims to increase oil exports to China to one million barrels a day within four years. Venezuela currently sends China more than 300,000 barrels of crude oil a day to China.

Mr. Chavez, however, said his plan to increase oil shipments to China does not mean a cut in supplies to the United States. Before flying to Russia, President Chavez visited China to meet with President Hu Jintao and sign deals on energy cooperation.

Prime Minister Raila Odinga other leaders of the main opposition Orange Democratic Movement (ODM) in the unity government are calling for a total overhaul of the electoral commission. But the chairman of the commission, Samuel Kivuitu, and other commissioners are dismissing the calls for their removal as unfortunate.

Calls for the disbandment of the electoral commission amplified after the Kriegler Commission of inquiry called for a radical reform of the electoral commission and a creation of a new management that would be professional in organizing elections that would meet international standards.

Mustapha Ali is a Kenyan political analyst. From the capital, Nairobi he tells reporter Peter Clottey that the electoral commission has proven to be an embarrassment to all Kenyans.

"First of all the Electoral Commission of Kenya (ECK) has become an organization that is synonymous with shame and is being blamed for triggering the post-election violence in Kenya. And really, very few Kenyans and very insignificant number have any confidence in the Electoral Commission of Kenya," Ali noted.

He said there is an overwhelming majority call for a total overhaul of the electoral commission.

"The mood is that the ECK has to disband, and the Prime Minister (Raila Odinga) earlier today for the umpteenth time said that the ECK has to be disbanded. And Indeed the Kriegler commission report, which was established or released last week, indicates that Kenyans deserve a better electoral commission," he said.

Ali said there was uncertainty about the fate of the electoral commission, but that it quickly dissipated after the findings were made known to Kenyans.

"I think that this was the view shared before the Krieger Commission released its report. And I think now, within the cabinet and members of parliament here in the country are all in the view that really ECK has to be disbanded. And if it's not disbanded then there is no way it is going to conduct business, and even this by-election, which is being conducted are we are expecting the results today, it is being reported that the turn out has been extremely low. People sort of lost hope and confidence in voting, why go queue with time while the whole thing is being conducted by a commission that has done a grave mistake in the past?" Ali asked.

He said the refusal of the chairman of the electoral commission to resign despite overwhelming reported call by Kenyans is unfortunate.

"It is very stupid of the Electoral Commission Chairman Samuel Kivuiti to say that he and his team are not going to resign because the mood is very clear that they have to go, and I think it is going to be either they resign or the commission is just disbanded. And Kenyans are not taking very kindly for saying things like this," he said.

Ali said Kenyans would not relent until the electoral commission is disbanded.

"What I can tell you for a fact is that pressure is mounting on the ECK to just go. And if they don't go, pressure is really mounting on the cabinet, on the government, on President Mwai Kibaki and Prime Minister Raila Odinga to take action and disband this commission," Ali pointed out.
