總統出席2008年台灣國際廉政研討會



  馬英九總統今天上午應邀在「2008年台灣國際廉政研討會」致詞時表示,「反貪促廉」是政府首要的工作,大家一定要全力配合,希望我國除了在經濟奇蹟的成就之外,在政府清廉方面也能名聞世界。
  對於能參加這次由「國際透明組織」(Transparency International)與我國法務部共同主辦的研討會,總統在致詞時表示非常高興,他回憶15年前擔任法務部長初次使用網路連接上「國際透明組織」柏林網站時,那時資訊有限,就廉政加以評比的國家也少,然而現在已增加到150國,真是可喜可賀。
  談到我國在廉政方面的表現,總統有些感慨,因為我國從最佳時期的全球第25名,退至去年的第35名。他認為,國家的廉政與國家的競爭力成正比,廉政愈好,競爭力就愈強,不僅「國際透明組織」就廉政作調查,其他有關國家競爭力的調查,像瑞士日內瓦世界經濟論壇(WEF)、洛桑國際管理學院(IMD)也將國家廉政納入評比,競爭力愈強的國家,其廉政也表現愈優異,因此反貪腐工作已受到各國重視。
  總統指出,「反貪促廉」是國際趨勢,我們更要特別重視,他在520就任之後,已要求行政院成立中央廉政會報,以「廉政、廉能、專業、永續、均富」作為政府施政重要方向,而法務部更要為反貪工作盡心盡力。總統強調,反貪工作要做得好,一定要做到「四不」,即「不願貪、不能貪、不敢貪、不必貪」,為此行政院已自本年八月一日開始頒行廉政規範,就公務員參加酬酢及收受禮品等方面作了原則性規定,以展現「反貪促廉」的決心。
  總統進一步指出,「反貪促廉」能否成功要靠兩個要件:第一,國家領導人及政府首長要有決心;第二,社會要有普遍的共識。總統說,新政府上任後挑戰多,但在反貪腐上絕不能有任何懈怠,因為人民對政府在經濟上的表現不夠好,也許會有所失望,但也能體諒有些因素不是政府可以控制,不過此時如果出現貪腐情事,人民會更加絕望;總統也以「人民的信賴是政府最重要的資產,而貪污是對這種資產最強烈的腐蝕劑」,勉勵來自公部門的與會同仁,一定要把「反貪促廉」作為重要的工作來推動。
  總統也再度以英國艾克頓爵士(Lord John Acton )「權力使人腐化,絕對的權力使人絕對的腐化」這一句有100多年的著名警語,提醒與會人員,請他們一定要把這句話放在心中,而「反貪促廉」更是24小時的工作,不能疏忽,國家的領導人與政府首長要以身作則,如此「上行才能下效」,進而開創經濟繁榮、政治清廉的社會。

國外牙齒酸蝕發生率高 國內高醫首推動「酸蝕門診」專診

牙齒變黃變薄?小心牙齒酸蝕上身!現代人飲食多樣化,來自飲食上的「酸」無所不在-各式爽口酸甜沾醬的生菜沙拉、健康醋、碳酸飲料、果汁,以及紅白酒等,眾多日常生活常吃的酸性食物,卻潛藏「酸蝕」危機。國外牙齒酸蝕問題日漸普及、發生率高,在國內即出現18歲大學生長期嗜飲碳酸飲料,結果引起齒頸部琺瑯質變色、脫鈣及酸蝕現象的案例。

面對發生機會比例漸高的牙齒酸蝕問題,成立國內第一個「酸蝕門診」專診的高雄醫學大學附設中和紀念醫院牙周病科主任何坤炎醫師表示,酸蝕初期的徵象並不易辨識,定期諮詢牙醫師、及早預防成為重要關鍵,他並提出正確「飲食、刷牙、就醫」三個面向、七個小撇步的全方位抗酸蝕對策,讓民眾預防牙齒琺瑯質因酸蝕而流失的問題。

酸蝕高危險群-偏好酸性飲食
牙齒切緣變薄、外觀變黃為前兆 酸蝕變黃的牙齒「美白」無用

高雄醫學大學附設醫院牙周病科主任何坤炎表示,牙齒酸蝕是因為牙齒琺瑯質接觸到pH值低於5.5的酸性物質後產生軟化,並導致琺瑯質流失的現象。偏好喝酸性飲料或吃酸性食物的人,將是酸蝕的高危險群。何坤炎指出,酸蝕對一般民眾來說沒有辦法很明確發現,必須靠牙醫師去檢測牙齒「顏色」是否變得晦暗、變黃、牙切緣是否變薄而成「半透明狀」、牙齒「結構」是否易碎呈鋸齒狀、牙齒表面是否失去「光澤及紋理」,嚴重的牙齒表面甚至會出現杯狀或窩洞的酸蝕徵狀。

而時下年輕女性特別注意牙齒的外觀,有可能一發現牙齒變黃就想做牙齒「美白」。一名22歲的女模特兒常以碳酸飲料漱口來去除食物殘渣,覺得自己牙齒變黃想進行牙齒美白,經診療後才發現自己已是牙齒酸蝕的高危險群。何坤炎表示以「美白」處理由酸蝕引起的牙齒變黃並沒有幫助,長期誤判及忽略酸蝕的結果,除可能讓牙齒形狀變得破碎,流失的琺瑯質也將不再回復,建議應詢問牙醫師牙齒變黃的原因。

國外酸蝕比例高:紐西蘭成人酸蝕發生率達四成 瑞士嚴重酸蝕率逾三成
國內現代飲食多樣化 酸蝕將成為日漸普遍的牙齒問題

何坤炎表示,酸蝕發生的比例與各國口腔保健發展程度有關,根據研究先進國家酸蝕的發生率較高。依國外醫學的研究調查,在紐西蘭成人的酸蝕發生率超過40%,在瑞士嚴重酸蝕者的比例更超過30%。

何坤炎進一步指出,國內民眾飲食習慣日趨西化,酸蝕將成為日漸普遍的牙齒問題,也深深影響下一代年輕人的牙齒健康。在「酸蝕門診」中,就曾經有18歲的大學生因長期飲用碳酸飲料,導致齒頸部琺瑯質變色、脫鈣及酸蝕的現象,失去琺瑯質的光澤及紋理。

享受美食IN 牙齒酸蝕OUT
「早期預防」是關鍵

酸性食物對牙齒酸蝕的能力除取決pH值高低,還包含酸在口中曝露的頻率與方式。因此pH值越低的飲料,含在口內時間越久,幾乎全部的牙齒都被浸潤,牙齒酸蝕的情況也將越嚴重。何坤炎指出,多樣化的酸性飲食在現代生活中已不可避免,應同時及早預防「牙齒酸蝕」的發生:

想要及早預防牙酸蝕,從「飲食、刷牙、就醫」三面向的遵守事項:
1.食用酸性食物或飲料時,在適當的咀嚼後吞嚥,以減少酸食接觸牙齒的時間
2.喝飲料時避免以小口的方式長時間啜飲
3.飲用酸性飲料時,應盡量使用吸管,減少飲料與牙齒接觸的機會
4.不要把酸性的飲料含在口中或是漱口
5.食用酸性食物或飲料之後,應避免立即刷牙,可以先用白開水漱口,降低口中酸性
6.刷牙時應輕柔,配合使用含高有效氟且低磨耗係數的牙膏來刷牙
7.定期諮詢牙醫師,以獲得正確的診斷與建議

而在這次正式記者會前,網路上喧騰一時的「班傑楚門秀-尋找蔡依林換了什麼牌子的洗髮精」活動,其實就是小天后豁出去了的想法,因被狗仔跟監久了,Jolin提出乾脆就假戲真做,滿足大家偷窺的慾望,所以有了這場真人實境秀。不但讓網友可小試身手,嘗嘗當狗仔的感覺,也跟著劇中男主角班傑一起地毯式搜索,要挖出Jolin藏在頭髮中的祕密。而劇中男主角班傑被巧妙設計,洗澡、上洗手間全都「錄」、全都「露」,除了讓觀眾享福利、心跳加速,著實也讓Jolin自己開心了好一陣子,感覺她好像是被狗仔跟監,但自己其實也扮演狗仔隊監視著男主角班傑。

第十七屆墨西哥國際愛滋大會於墨西哥時間八月八日下午一點三十分閉幕,台灣紅絲帶基金會首度在大會中設置攤位,在國際愛滋大會的「地球村」(Global village )的亞洲區的攤位上,以繫著紅絲帶的媽祖為主題的海報與T恤展覽,吸引與會者駐足觀看,並在大會攤位上發放國旗,成功突破中國大陸的政治封鎖,在地球村贏得與會NGO友誼與支持。

全程與會的台灣紅絲帶基金會董事、民進黨籍立委涂醒哲表示,在中國大陸的打壓之下,目前台灣依舊無法順利加入世界衛生組織(WHO),就連這次註冊也被標示成「台灣,中國的一省」(Taiwan, Province of China ),經向墨西哥與舉辦單位抗議,依舊無法更改名稱。

涂醒哲指出,此行前往墨西哥,在外館的協助下,每天提供國旗與台灣旅遊資訊等簡介,與會民眾爭相索取,旗海飄揚在會場,成功地為台灣做了一次良好的國民外交。

紅絲帶基金會秘書長林瓊照指出,在台灣,感染愛滋的年輕人日益增加,為了參與此次國際愛滋大會,特地設計並請出「媽祖」,具有台灣特殊代表性的象徵,為台灣的青年人祈福,同時並吸引國際友人注意力及關注,因此才想出了用Q版的媽祖為主題,設計出各種型態活潑卻不失莊重的「紅絲帶媽祖」T恤與氣球,同時設計成手持及戴著紅絲帶耳環在天上的媽祖明信片,以及橫跨墨西哥與台灣的媽祖形象海報,並透過外館的協助提供小型手持塑膠國旗,在現場發放給與會者,甚至還有與會團體拿著國旗繞場,感覺相當壯觀。

林瓊照強調,在此次國際愛滋會議中,各國與會者不分種族與國家,在沒有歧視與預設立場的情況下,充分討論愛滋防治的各種議題,透過民間團體(NGO)的方式參與大會,並藉由設置台灣愛滋防疫攤位等各種方式,增加國際參與語能見度,希望在2010年於維也納舉辦的第十八屆國際愛滋大會上,更積極地向國際發聲,爭取讓台灣成為世界衛生組織的一員,不再被孤立於國際防疫的大門之外。

隨著俄羅斯的WiMAX市場不斷地迅速發展,Comstar這類電信業者也持續透過WiMAX技術的速度、容量和成本效益性,擴展WiMAX事業、以因應高漲的無線寬頻需求。根據英國知名通訊產業研究機構 Rethink Research Associates**的預測,俄羅斯的WiMAX用戶將於2010年成長至170萬人、並於2012年成長至430萬人。

在此項WiMAX網路佈建的第一階段,Comstar將部署逾160座802.16e行動WiMAX 基地台5020。該網路亦將涵蓋北電的ASG 5100、USB轉接器等裝置、室內外閘道器、業務支援系統 (BSS)、營運支援系統 (OSS) 平台,以及北電全球服務針對WiMAX所提供的網路設計與訓練。該項WiMAX解決方案將於2.5-2.7 GHz的頻帶運作,即預先為傳輸無線通訊所保留的波段。

U.S. Vice President Richard Cheney
U.S. Vice President Dick Cheney says Russian aggression against Georgia must not go unanswered.

A Cheney spokeswoman said the vice president spoke by telephone Sunday to Georgian President Mikhail Saakashvili. He expressed U.S. solidarity with the Georgian people and their democratically elected government.

The spokeswoman said Cheney praised the Georgian president for his government's restraint and offer of a cease-fire and withdrawal of Georgian forces from South Ossetia.

Cheney said further Russian aggression would have serious consequences for U.S.-Russian relations and the international community.

U.S. President George Bush discussed the conflict with Russian Prime Minister Vladimir Putin Friday during the Summer Olympics in Beijing.

Israeli security forces have started to use a foul-smelling liquid to disperse Palestinian protests in the occupied West Bank.

Israeli police say the new crowd-control method, which they call a "skunk bomb," was used for the first time Friday in the village of Naalin. Palestinians have been holding almost daily protests against a security barrier that Israel is building in the area.

Israeli police say a water-spraying device showered the liquid on the demonstrators, forcing most to rush off to change their clothes.

Israeli officials say skunk bombs are a non-lethal method of dispersing Palestinians who throw stones and fight with Israelis guarding the construction of the barrier. Previously, Israeli security forces have fired tear-gas and rubber bullets at violent protesters.

Israeli officials say medical and legal authorities approved the use of the foul-smelling liquid.

A 10-year-old Palestinian boy was shot dead when Israeli troops fired on demonstrators in Naalin on June 29. Israel's military is investigating the incident.

White House Increases Presssure on Russia to End S. Ossetia Crisis

The White House is increasing pressure on Russia to stop the escalating conflict in Georgia's breakaway province of South Ossetia. VOA's Paula Wolfson reports from Beijing, where U.S. President George Bush is speaking out on the crisis while attending the summer Olympic games.

President Bush says Russia has gone too far, and must agree to mediate its differences with neighboring Georgia.

In an interview here with America's NBC television network, the president says he was firm during a face-to-face conversation Friday at the Olympics with Russian Prime Minister Vladimir Putin.

"I said this violence is unacceptable," said Mr. Bush. "I not only said it to Vladimir Putin, I said it to the president of the country, Dmitri Medvedev."

The conversation with Mr. Putin occurred just hours after Georgia sent troops into South Ossetia, and Russia responded with force.

Since then, Georgia has pulled back its military units and called for negotiations. But there has been no response from Moscow, which has been bombing areas outside the perimeters of the breakaway Georgian province.

Mr. Bush told NBC something has to be done to end the bloodshed. And he made clear he has told Prime Minister Putin and President Medvedev the next step is up to Moscow

"I expressed my grave concern about the disproportionate response of Russia, and that we strongly condemn bombing outside of South Ossetia," he said.

Meanwhile, the White House is using even stronger language in describing a conversation between Vice President Dick Cheney and Georgian President Mikhail Saakashvili.

A spokeswoman says Cheney stressed U.S. solidarity with Georgia - perhaps its closest ally among the former Soviet Republics.

She says the vice-president told President Saakashvili that Russian aggression can not go unanswered. And she says Cheney repeated the warning given earlier by other administration officials - that Russia risks serious damage to its relationship with the United States.

President Bush, who is in Beijing for the start of the Olympics, attended church Sunday and urged greater religious freedom in China. The communist country remains officially atheist, and human rights groups have criticized China's government for its treatment of some religious minorities and those who practice religion outside of government-sanctioned institutions. Mike O'Sullivan reports from Beijing that some in China see a growing role for religion in the future.

At Chong Wen Men Protestant church in Beijing, ethnic Koreans from northeastern China hold a Sunday worship service in their native language.

In the Niujie area, Beijing's largest Muslim neighborhood, believers gather for noontime prayer.

The Niujie area has Islamic supermarkets, restaurants and bookstores. This mosque, a lively center for education and worship, was founded 1000 years ago.

These Beijing Muslims are part of the one or two percent of the Chinese population that embraces Islam. Christians are thought to number three to four percent. Buddhism and Taoism are traditional Chinese faiths, and remain a part of the culture.

Officials insist that religion is practiced freely in China, and they point to congregations like this mosque in Niujie. Yet critics point to tight controls and persecution of groups that do not enjoy official favor. The Chinese government recognizes five faiths - Buddhism, Taoism, Islam, and Protestant and Catholic Christianity. Congregations must register with a state-controlled association, and unregistered groups, including Christian house churches, are illegal and subject to crackdowns. Human rights groups have criticized a crackdown on dissidents and unregistered faith groups in the lead-up to the Olympics.

Human Rights groups also accuse China of repression of Tibetan Buddhists, Uighur Muslims in the western province of Xinjiang, and members of the outlawed spiritual group Falun Gong. The government responds that religious freedom is enshrined in Chinese law, and accuses the critics of interfering in China's internal affairs.

Results of a 2007 survey published in a state-run newspaper suggest that religion is growing in China. The authors of the study said 31 percent of China's people describe themselves as religious, a figure three times higher than the previous government estimate. The authors attribute the rising role of religion to a more open political climate and the stresses of social change.

The study said traditional religions, such as Buddhism, are surging in popularity. This young woman is one of many who come to pray at a Beijing Buddhist temple.

"For my family and for myself and for my friends," she said.

She says she often prays, and is free to practice her faith. But another worshipper complained about restrictions on religion and the media, and about China's hostility to the exiled Tibetan Buddhist leader, the Dalai Lama. China accuses the Dalai Lama of fomenting civil unrest among Tibetans and promoting independence, which the Dalai Lama denies.

President Bush urged Chinese leaders not to fear religion. At the Niujie mosque, administrative director Wei Chunjie says he feels the Chinese government sees its value.

He says not all Chinese share his Islamic beliefs, but that religious virtues, such as charity and mutual respect, are the same civic virtues the Chinese government promotes.

Bolivian Vote Decides Fate of President, Governors

Bolivians have voted in a referendum to decide whether President Evo Morales and eight regional governors will remain in office. The vote was called in part to help resolve a political stalemate between Mr. Morales and opposition leaders, who oppose the president's reform plans. Unofficial polls indicate that Morales is likely to remain in office. VOA's Brian Wagner has this report.

More than four million Bolivians were eligible to cast ballots in the vote to decide the political fate of President Morales and eight of the nation's nine governors. A defeat for Mr. Morales would force him to call new presidential elections.

Mr. Morales is hoping for strong support to boost his reform efforts, including a new draft constitution that aims to empower the nation's poor indigenous minority. Most of the governors competing in the vote are openly critical of the president's reforms, especially attempts to increase taxes on natural gas and oil industries in eastern Bolivia. Four departments passed autonomy measures this year in an effort to demand greater political and fiscal power from the central government.

Tin miners and anti-government groups led violent protests in the days leading up to the vote. But no disruptions were reported during the voting.

After polling stations began closing late Sunday, Mr. Morales said he was pleased that the voting was peaceful.

Morales said he wanted to express his admiration for Bolivian voters, who helped conduct a successful vote, despite provocations from some anti-government groups.

The president accused some opposition groups of trying to interfere with the election schedule and of trying to cast doubt on the legitimacy of the nation's electoral procedures. He said observers from the Organization of American States and other groups were monitoring the vote to guard against potential problems.

Initial results were expected to be released late Sunday.

Some Zimbabweans are reportedly worried the main opposition Movement for Democratic Change (MDC) might betray ordinary masses at ongoing peace negotiations. They say reports of regional and international pressure being brought bear on the MDC to make significant concessions at the talks would weaken the opposition. They say their fears were confirmed after a faction of the MDC claimed the outcome of the peace negotiations might not necessarily be the best, but that it would good for the interim as the opposing factions find ways of solving the ongoing economic and political crisis.

Meanwhile South Africa's President Thabo Mbeki met Sunday with Zimbabwe's President Robert Mugabe and opposition leader Morgan Tsvangirai amidst reports of an imminent power sharing deal. Glen Mpani is the regional coordinator for the transitional justice program of the Center for the Study of Violence and Reconciliation in Cape Town, South Africa. He tells reporter Peter Clottey the negotiations seem to have lost focus.

"Without any tangible information coming out of the negotiations, which have been shrouded in secrecy, it is very difficult for Zimbabweans to be optimistic that the current negotiations will yield anything for them because what they are looking at is the characters and the true record of the two political parties. Zimbabweans have experienced previous unity agreements before, and they have seen the level of intransigence particularly on the part of the ZANU-PF, and they are quite doubtful that anything is going to come out of these negotiations," Mpani pointed out.

He said although Zimbabweans are doubtful of a solution that could be found at the talks, they are hopeful of an end to ongoing violence in the rural areas.

"Because of the level of suffering in the country Zimbabweans would want a solution to come out of it. That is why they are waiting anxiously for it," he said.

Mpani concurs that the main objective of the negotiations between the ruling ZANU-PF and the opposition has been sidestepped.

"They are quite right because over the last one and a half weeks, the focus of the negotiations have been to say what is going to be Mugabe's role, what is going to be Tsvangirai's role. How long is going to be the transition or the government of national unity? And I think the most important thing in these negotiations is to say who has got the mandate to be leading this process, and what are the issues to be tackled? What are we going to do with the perpetrators of violence? Are we going to grant them amnesty or is there going to be justice or what is going to be the framework of the transitional arrangement? So, all those issues have not been teased out," Mpani noted.

He said the political parties might come up with an arrangement at the talks that would only beneficial to their course, but not that of the suffering masses.

"I'm now worried that we are now having political parties coming up with a deal that might be in their best interest, and leaving behind the people of Zimbabwe, who should be major beneficiaries of it," he said.

Mpani said the main opposition is under strain to make significant concessions that could weaken its position in future engagements.

"I think the MDC is under immense pressure because if you look at what has been going on where the media has been talking about say there are very few issues that have been left under the current negotiations they are about to sign. One of the pressures is coming from South African President Thabo Mbeki who is going to be taking on the chairpersonship of SADC (Southern African Development Community) this week. He would want to go to SADC with a deal to show that the negotiations of Zimbabwe has worked," Mpani pointed out.

He said a division in the opposition could be an inhibitor of the negotiating power that the MDC possesses at the talks.

"The second thing that we have is that we have got the Mutambara formation. The Mutambara formation has positioned itself as an interesting part in the sense that it has been quite malleable in inclining itself to the mediator and to ZANU-PF. And if you read what the leader of the Mutambara faction wrote today articulating the position that they would want a framework that is Zimbabwean in nature, despite the fact that it might impact, but it should be acceptable in the interim. So, there is already some position of conceding quite a number of issues. And I think despite the amount of support that the MDC has, I don't think they are in a position under the current circumstances to be able to say we are pulling out of this deal other than them being subjected to the fact that they are pandering to the whims of the west," he said.
