台灣最長的鐵馬隧道~「舊草嶺隧道自行車道」即將正式開通!東北角暨宜蘭風管處與鐵路局將於8月10日(日)辦理「舊草嶺隧道自行車道啟用儀式」,歡迎大家一起來見證這歷史性的一刻!

興建於日治大正10~13年間(西元1921~1924年),全長2,167公尺的「舊草嶺隧道」,是當時台灣最長的隧道,工程艱鉅浩大且對北宜交通開發史佔有重要地位,自民國75年鐵道改線後廢棄封閉迄今。台灣童謠—「丟丟銅」歌詞裡所提到的「火車山洞」!傳唱近半個世紀,只是隨著時光的流轉,逐漸在歲月軌跡中淡化。這條昔日從福隆通往石城,已經封閉二十多年的鐵路隧道,歷時一年的重新規劃後整建為自行車道,即將於97年8月10日以嶄新的面貌重新開放,讓許多鐵道迷期待不已。

東北角暨宜蘭風景區管理處陳梅岡處長表示:這個隧道的整建是本著「鐵道博物館」概念設計,隧道內車道地坪採用仿軌形式施做,照明也以獨具濃厚復古味的油燈燈罩,重現古早風情,騎著單車悠遊隧道,還可隱約聽見火車行駛於鐵軌、氣笛聲音,並以廢棄鐵道文物裝飾氛圍,令人有種時光錯置的臨場感,頗具趣味!並在隧道南北洞口外周邊建造休憩平台、手搖式台車、另將廢棄營舍與碉堡等建物,整修成為服務小站、公廁等服務設施,來此一遊,除了享受單車追風的樂趣外,更能體驗鐵道之旅的懷舊風情。

這是北台灣第一條以鐵路隧道改建而成的鐵馬隧道,在裡面可享受來自太平洋的涼爽微風,單趟須費時15至20分鐘。由於舊草嶺就在新草嶺隧道旁,每當火車經過時,還可聽到隆隆的火車聲。穿越了長長黑洞,隧道盡頭柳暗花明又一村,海天一線景色映入眼簾,龜山島靜臥於海面上,美麗景致讓人流連忘返。

另外,除了欣賞海岸風景外,也別忘了看看這個三級古蹟的隧道,它的建築非常有特色,隧道南、北兩端出口均以厚4B之磚牆築砌成階梯狀的外觀,洞口高5公尺,形式雄偉,上方以石塊壓頂。二端洞口分別有「制天險」及「國雲飛處」門額,雖歷經歲月的風霜,被燻黑的石額,仍然看得出當年蒼勁的筆跡。

啟用活動當天主辦單位準備了限量發送的海報及明信片,還備有首日章戳,想要留住這歷史的一刻,可於當日上午10時至隧道口參與啟用儀式,隧道在儀式後於10時30分正式開放民眾通行。另外捷安特公司也一同共襄盛舉,在現場設有自行車相關產品展售,歡迎來參考一下最夯的車款喔。建議您可搭乘火車至福隆站下車,車站附近有多家自行車租賃店,來一趟節能減碳的兩鐵行。除了舊草嶺隧道外,還可以串連龍門鹽寮及福隆濱海段自行車道,來趟「追風超值遊」,只要在8月10日啟用當天憑活動章戳,就可以免費進入福隆海水浴場(福隆貝悅酒店)、龍門露營區及鹽寮海濱公園,好好享受福隆濱海度假小鎮的悠閒風情。

隧道開通後每日上午8時30分至下午5時開放,建議您可以安排一日遊或多日遊,搭配東北角鐵路一日券,或是龍門露營區的夏日背包族方案,到東北角其他景點像是福隆濱海渡假區、龍門露營區、鹽寮海濱公園、龍洞灣潛水服務區、草嶺古道等,享受一個慢遊、樂活的假期!

根據台灣經濟部公佈的數據,台灣5月份從中國大陸進口的金額是29.1億美元,再度創下歷年來的單月新高紀錄。

台灣經濟部表示,儘管國際原物料價格近來持續高漲,不過,在兩岸產業分工越來越明顯的趨勢下,5月份,台灣從大陸進口的金額是29.1億美元,佔台灣進口總額的13.6%,再度創下歷年來的單月新高紀錄。

5月份,台灣出口到大陸的金額則高達70.8 億美元,佔台灣出口總額的30%,進出口金額相抵之後,台灣對大陸的貿易順差是41.7億美元。

台灣經濟部還指出,雖然今年以來,全球經濟成長呈現趨緩的態勢,不過,由於大陸的經濟表現仍然相對不錯,使得台灣對大陸的進、出口也維持穩定的增長。

曾獲諾貝爾獎的俄羅斯小說家亞歷山大·索爾仁尼琴逝世,終年89歲。他曾經因為撰寫強烈批評蘇聯政府的書而被迫流放。

索爾仁尼琴的兒子星期天說,索爾仁尼琴由於心臟衰竭而病逝,不過俄羅斯新聞報導說,索爾仁尼琴死於中風。索爾仁尼琴是偶像式人物,象徵著對蘇聯文字審查制度和壓迫的反抗。

他生於1918年,曾在一所俄羅斯大學學習數學。1945年,索爾仁尼琴因為在寄給朋友的一封信中批評蘇聯獨裁者史達林而被判入獄勞改八年,隨後又被流放到哈薩克。他還得了癌症,險些喪命。

他回到俄羅斯後,利用當時蘇聯領導人赫魯曉夫稍微放鬆的官方審查制度,在1962年出版了小說《伊萬·傑尼索維奇的一天》,描述自己在勞改營中的遭遇。但是,他後來批評克里姆林宮當局的寫作遭到了壓制,他還不斷受到克格勃的騷擾。

索爾仁尼琴在1970年獲得諾貝爾文學獎,但是後來,在他的小說《古拉格群島》1974年在西方印行後,蘇聯政府剝奪了他的國籍,並把他放逐國外。索爾仁尼琴最終在美國定居,並在1994年回到俄羅斯。

全球艾滋病大會星期天晚上在墨西哥城正式舉行開幕式,這次大會的目的是擴大發展中國家的艾滋病防治工作。

預計有2萬2千多人將參加這次為期一週的大會,其中有國際決策者、科學家、艾滋病方面的活動人士等。一些政要人士也將出席大會,如墨西哥總統卡爾德龍、聯合國秘書長潘基文,和美國前總統克林頓等。

一名感染了艾滋病毒的12歲的宏都拉斯女孩也會向代表們發表講話。這個名叫達納韋的女孩參與出版一本有關艾滋病的兒童雜誌的工作,她也是宏都拉斯著名的艾滋病活動人士。

這次大會的一個主題就是使發展中國家更多的艾滋病患者和艾滋病毒攜帶者獲得抗逆轉錄病毒藥物。全世界的艾滋病患者和感染病毒的人有3千3百萬,其中絕大多數都在發展中國家。

U.S. President George Bush leaves Washington Monday on what is likely to be his final official trip to Asia. VOA White House correspondent Paula Wolfson reports he will travel to South Korea, Thailand and China for the start of the Summer Olympics.

From the streets of Seoul, to the Olympic venues in Beijing, this trip was controversial before it even began.

Mr. Bush was originally expected to travel to Seoul several weeks ago, following the G-8 summit in Japan. Those plans were changed when Koreans staged massive demonstrations to protest a deal on American beef imports, and to show their discontent with their government.

Byong-Ki Kim of Korea University in Seoul says it was the wrong time for a presidential visit.

"The timing, let's say a month ago, would have been different for Bush to come," said Byong-Ki. "It is not only playing into the domestic political processes, but to possibly even be utilized politically in a very unproductive manner. It is purely domestic politics. It happens anywhere in the world."

Kim says the political climate is still volatile but has cooled a bit. And he says the Bush visit will show just how well the government can handle its diplomatic responsibilities.

The talks in Seoul are likely to focus on matters of trade and finance, as well as the status of American forces in South Korea. But North Korea's nuclear ambitions should dominate the discussions.

Derek Mitchell, an Asia policy expert at the Center for Strategic and International Studies in Washington, calls North Korea a "legacy issue" for President Bush.

"He has a lot on the line and we are getting to the very difficult period on the issue of verification of the declaration the North Koreans have provided on their nuclear program," said Mitchell.

Mr. Bush is expected to shift focus in Thailand to another world trouble spot - neighboring Burma.

"Our message is the United States believes in democracy and freedom," he said.

Professor Thitinan Pongsudhirik of Bangkok's Chulalonghorn University says Mr. Bush may be focusing too much on Burma and not enough on other matters of concern in the region.

"When the Bush administration pays attention to Southeast Asia, it's about Burma. So, the US foreign policy has really not fully engaged in the region," said Pongsudhirik.

Thailand is the only Southeast Asian country on the trip, and the president will stay there less than 24 hours. The next day he will be off to Beijing where he hopes to play another role - that of sports fan.

"I think it would be good for these athletes who have worked hard to see their president, waving that flag," said Mr. Bush.

Derek Mitchell says that may be wishful thinking on the part of the president.

"The president simply can't go as a human being enjoying sports. The president goes with the full weight and prestige of the United States when he sits at the opening ceremonies and sees the celebration of China," said Mitchell.

Critics say Beijing's actions in Tibet and Sudan's Darfur region provide enough reason for a presidential boycott. But Mitchell says once Mr. Bush accepted the invitation from Chinese President Hu Jintao, there was no turning back.

"He said he was going immediately so it was much more difficult for him to backtrack from that without seeming to humiliate or embarrass the Chinese people in some way," added Mitchell.

President Bush has said skipping the games would be an affront to the Chinese. And at a send-off ceremony for American Olympians at the White House, he said he can not wait to cheer them on in person.

"I'm fired up to go. I can't wait to salute our athletes, and I can't wait to share in the joy of your triumphs," he said.

The president said he sees the U.S. athletes as ambassadors of liberty, who will represent America's love for freedom in Beijing.

Israel says Iran's refusal to stop enriching uranium shows the futility of diplomacy to prevent Tehran from building a nuclear weapon. VOA's Michael Bowman reports, Israeli Foreign Minister Tzipi Livni spoke on U.S. television.

Iran's president continues to insist he will not surrender his country's "nuclear rights". Mahmoud Ahmadinejad spoke as an informal deadline expired for Iran to halt its program to enrich uranium in return for international economic incentives and the suspension of further United Nations sanctions.

Speaking on CNN's Late Edition program, Israeli Foreign Minister Livni said the world must take note of Iran's responses to diplomatic initiatives.

"It is clear that Iran does not pay attention to talks," said Tzipi Livni. "And this is a clear message to the international community to continue with real and effective sanctions. And clearly Iran is a threat, not only to Israel. This is a global threat, and the international community should act accordingly."

Livni was asked if the time is drawing near for her country or other nations to consider direct intervention to prevent Iran from building a nuclear weapon. The Israeli foreign minister did not comment on possible military options, stressing instead the importance of continued international sanctions to pressure Tehran.

"I think that time is of the essence. Intensive sanctions can be effective. Iran is a threat to its neighbors, as well," she said. "And the international community is being watched, not only by Iran, but also by its neighbors. And when the international community shows hesitation, this is being perceived as weakness. And we live in a neighborhood where either you beat the bully or join it."

Iran continues to insist its nuclear program is purely for peaceful purposes - to generate energy for a growing population. In a recent interview, President Ahmadinejad suggested that nuclear weapons are a relic of the 20th century that his country has no interest in acquiring.

Nobel prize-winning Russian novelist Alexander Solzhenitsyn, who was forced into exile for books strongly critical of the Soviet government, has died at 89.

His son said Sunday Solzhenitsyn died of heart failure while Russian news reports said he suffered a stroke.

Solzhenitsyn was an iconic world symbol of censorship and oppression in the Soviet Union.

He was born in 1918 and studied mathematics at a Russian university.

In 1945, he was sentenced to eight years in prison camps and later exiled to Kazakhstan for sending a friend a letter critical of Soviet dictator Josef Stalin. He also barely survived a bout with cancer.

Returning to Russia, he took advantage of the loosening of official censorship by Soviet leader Nikita Khrushchev to describe his labor camp experience in the 1962 novel, One Day in the Life of Ivan Denisovich.

But his subsequent writings critical of the Kremlin were suppressed and Solzhenitsyn was constantly hounded by the KGB.

Solzhenitsyn won the 1970 Nobel prize for literature. But the Kremlin stripped him of his citizenship and sent him to exile in 1974 after his novel, The Gulag Archipelago, was printed in the West.

Solzhenitsyn eventually settled in the United States, returning to Russia in 1994.

The governor of Pakistan's Northwest Frontier Province has confirmed that Pakistan's federal government signed a peace agreement with about 300 tribal leaders in North Waziristan in January. The agreement, which has not been officially acknowledged before, is one of several controversial deals that have been blamed for worsening violence in neighboring Afghanistan. VOA's Barry Newhouse reports from Peshawar, Pakistan.

North Waziristan has long served as a hub for several Taliban militant groups as well as al-Qaida fighters. In 2007, the tribal agency was the scene of fierce battles between militant groups and Pakistani security forces.

But since January this year, North Waziristan has experienced relatively few clashes with Pakistani troops - leading to rumors that the government had signed a peace agreement.

Northwest Frontier Province Governor Owais Ghani is the top administrator of the adjoining tribal agencies. He confirmed to VOA the government signed a peace deal in North Waziristan on January 17th - and he says it is the only such deal the federal government has signed so far.

"The only agency where we have signed an agreement is in the North Waziristan agency, where over 300 tribal elders have signed," said Owais Ghani. "And like I said, this is between the tribes and the government of Pakistan."

Governor Ghani said the tribal elders pledged to prevent cross-border attacks into Afghanistan, cease attacks on security forces and government installations, discourage militancy and expel foreign fighters. In return, the government promised socio-economic development.

Political leaders in the Northwest Frontier Province have signed similar agreements with other militant groups in northwest Pakistan, but the federal government says it has stayed out of the negotiations.

Ghani defended the Pakistan government's reliance on peace agreements, despite criticism from the Afghan government and NATO and U.S. commanders. He said the agreements are part of a broader strategy that also uses military force and economic development.

"The previous agreements were between the military and the militants - they were limited in scope and they were wrong," he said. "They were strategically wrong - that is why they did not work out. These agreements that we are conducting now are between the government of Pakistan and the tribal people. And this is based on the traditional relationship we have with them."

While Ghani says the peace agreement in North Waziristan appears to be working in reducing violence in Pakistan, NATO commanders in Afghan provinces bordering Pakistan's tribal regions have reported a 40 percent increase in attacks over the previous year.

Ghani blames Afghanistan's booming opium crop for undermining security throughout the region and funding militant groups that thrive in lawless zones of Afghanistan. He says Pakistan has offered to improve border security through fencing and mining remote border regions, but Afghan officials have refused.

A global AIDS conference has opened in Mexico with the goal of supporting efforts to expand HIV prevention and treatment in the developing world.

The conference officially began with a ceremony Sunday evening in Mexico City. More than 22,000 people are expected to attend the week-long gathering, including international policy makers, scientists and AIDS activists.

The conference brings together dignitaries such as Mexican President Felipe Calderon, United Nations Secretary-General Ban Ki-moon, and former U.S. President Bill Clinton.

A 12-year-old Honduran girl infected with HIV also will address the delegates. Keren Dunaway edits a children's magazine on the virus and is a prominent AIDS activist in the region.

A major theme of the conference is increasing access to antiretroviral drugs in developing countries, home to the vast majority of the 33 million people living with HIV/AIDS.

Thousands of people marched in Mexico City Saturday on the eve of the conference to protest widespread AIDS discrimination in Latin America.

The International AIDS conference is held every two years. This year's conference runs through August 8 and marks the first time the event is being held in Latin America.

Zimbabweans are reportedly acting cautiously optimistic about the beginning of a second round of peace negotiations between the ruling ZANU-PF party and the main opposition Movement for Democratic Change (MDC) in South Africa's capital, Pretoria. The talks, which resumed Sunday after a short break are geared toward finding a lasting solution to resolving Zimbabwe's political and economic crisis. But some Zimbabweans are expressing pessimism, about previous negotiations with President Robert Mugabe's ruling ZANUPF party, claiming they have not alleviated the suffering of ordinary people.

They add that what Zimbabweans want is a change in leadership and a transitional government, which would lead to a free and fair vote under a new constitution. Glen Mpani is the regional coordinator for the transitional justice program of the Center for the Study of Violence and Reconciliation in Cape Town South Africa. He tells reporter Peter Clottey that Zimbabweans are not overly enthusiastic about the talks.

"Zimbabweans are looking at the current talks with cautious optimism. They are very weary of the likely outcome from these negotiations. As you are aware, in 1987, there were negotiations between the ZANU-PF and ZAPU (Zimbabwe African People's Union) and the negotiations came up with a unity agreement that basically failed to address the core issues. Basically, the agreement led to the annihilation of the opposition in Matabeleland," Mpani pointed out.

He said Zimbabweans are worried history would repeat itself in future elections.

"Zimbabweans are quite weary that for the MDC to go and negotiate with the ZANU-PF, such a scenario like the previous talks might come out of those negotiations. The second thing is that Zimbabweans are quite cognizant that whatever negotiations take place, their will or their decision in March 29 is non negotiable, which means that the decision that they made that the MDC is the government they would want to be in place needs to be respected in any negotiation process," he said.

Mpani said some Zimbabweans feel disappointed by the international community.

"The fact that the SADC (Southern African Development Community) and the AU (African Union) are monitoring the peace process does not give Zimbabweans confidence, based on the fact that the two bodies have had their credibility eroded to a large extent. The AU's acceptance of Robert Mugabe to go to the AU summit after the African Union and PAN African parliament and SADC had all declared that the election in June were not an expression of the free will of the people of Zimbabwe was an indictment on the AU. It was a sign that the AU body is complicit with Mugabe in terms of subverting the will of the people of Zimbabwe," Mpani pointed out.

He said Zimbabweans feel particularly let down by the African Union and SADC.

"So, there is some hesitance on the part of Zimbabweans to say there is no guarantee that the AU will protect their vote. More importantly, that it was exacerbated by the resolutions that came out advocating for a government of national unity," he said.

Mpani said Zimbabweans overwhelmingly want a change in leadership that would lead to a free and fair election, conducted according to international standards.

"What Zimbabweans want with the ongoing talks is a negotiated settlement that brings back democracy, a Zimbabwe that is able to allow the recovery of the economy within the country. And thirdly and more importantly is, they want the process to guarantee them that if they are to go for an election again, they can get the leadership that they deserve, which means that these negotiations, one should deal with institutional reform deal with the de-politicization of the army, the police, and the militia. These negotiations should deal with the overhaul of the constitution and more importantly lead to a process where we have got a framework which can come up with formulating a base and a foundation that can lead to an election," Mpani pointed out.
