Russian natural gas could soon start flowing again into Ukraine and Europe after Russia agreed to let international observers monitor the Ukrainian pipelines.
Current European Union president, the Czech Republic, announced the deal after a day of talks between Russian, Ukrainian, and EU officials in Brussels.
Details of the agreement or exactly when gas will restart have not yet been announced.
Russia cut off all gas supplies to Ukraine on January first because of a price dispute. Moscow then stopped all shipments to Europe through pipelines running across Ukraine earlier this week, accusing Ukraine of stealing gas.
The cut off left millions of Europeans shivering in some of the coldest temperatures of the winter so far.
EU leaders called the gas cut off unacceptable and accused Russia of using Europeans as pawns in a trade dispute.
Russia supplies a quarter of all gas consumed in EU countries.
Moscow wants Ukraine to pay the full market price for gas without the discount Ukraine has enjoyed since the Soviet Union collapsed in 1991. But Ukraine says Russia wants double what Ukraine is prepared to pay.
Ukraine accuses Russia of refusing to negotiate a new price for sending gas shipped through Ukrainian territory.
European Commission chief Jose Manuel Barroso said the crisis raises serious doubts about the reliability of Russia as an energy supplier.
Russia briefly cut gas shipments to Ukraine in January of 2006, in a previous pricing dispute that resulted in reduced gas deliveries to Europe.

After extended negotiations, Arab and Western nations have agreed on a United Nations resolution, calling for a cease-fire between Hamas militants and the Israeli military in the Gaza Strip.
Arab League chief Amr Moussa told reporters that Arab ministers were pushing for a vote in the 15-member U.N. Security Council on Thursday. Diplomats continued to work out details late in the day.
Moussa says key elements of the draft resolution address the withdrawal of Israeli forces from Gaza, a fully respected cease-fire, the humanitarian situation in Gaza, and the re-opening of Gaza's border crossings.
The compromise draft also condemns all violence and hostilities directed against civilians, and all acts of terrorism. It calls on all U.N. member states to help in guaranteeing a sustainable truce, including preventing illegal arms smuggling, and ensuring that crossings remain open.
U.N. officials say more than 750 people have been killed in the Palestinian territory, a third of whom are children, nearly two weeks into the Israeli military offensive against Hamas.

On Thursday, the U.N. aid agency (UNRWA) suspended operations in Gaza because of what it called the danger posed by the Israeli military.
U.N. officials say an aid convoy came under attack in northern Gaza earlier in the day and two contract workers with its Relief and Works Agency were killed.
U.N. Secretary-General Ban Ki-moon condemned the attack and called for an immediate cease-fire. Israeli officials say they are investigating the incident.
Also Thursday, the International Committee of the Red Cross accused the Israeli military of failing to meet its obligations under international humanitarian law, delaying efforts to help the wounded in Gaza.
The group said its officials found four starving children huddled with 12 dead bodies in Gaza, in a house just meters from an Israeli military position.
Meanwhile, Israeli warplanes carried out new strikes on suspected arms-smuggling tunnels in the town of Rafah, near the Egyptian border. And Palestinian militants continued to fire rockets into southern Israel.
At least 18 Israelis have been killed in nearly two weeks of conflict, including at least nine Israeli soldiers, three of them Thursday.

In a separate development, at least three rockets were fired into the northern Israeli town of Nahariya from Lebanon, slightly wounding two people. The Lebanese militant group, Hezbollah, which fought a war with Israel in 2006, says it was not involved.
Israel also announced a three-hour halt in its Gaza offensive for a second day, to allow humanitarian aid into the territory. Israel has said it is halting its offensive for three hours each day (between 1100 and 1400 GMT) to allow Gaza residents to get supplies and medical help.
Aid workers say the situation in Gaza is dire, with many of the wounded unable to reach hospitals, which have been severely affected by a lack of power, medicines and clean water.
Also Thursday, Israeli defense official Amos Gilad was in Cairo to discuss a plan by Egypt and France for a Gaza cease-fire. Israel has said it welcomes the Egyptian-French plan but has stopped short of accepting it.
The Egyptian-French proposal calls for a limited cease-fire to take effect immediately to allow humanitarian aid into Gaza. The plan would then give Egypt time to broker a permanent end to hostilities between Israel and Hamas.
Hamas officials based in Syria say the proposal is "not an acceptable basis" for solving the crisis.

收盤簡評 週四台股受到國際股市與油價同步回檔修正，以及我國12月進、出口出現大幅衰退等利空影響，大盤跳空開低走低。在類股表現方面，電子股包括雙D、NB、IC設計與節能概念股全面走弱，傳產股則以金融、營建/資產與散裝航運等類股跌勢最重，指數終場大跌254.05點，以4535.79點作收，成交量並縮為764億。
重點觀察 大盤昨日在多重利空襲擊下跳空開低，不僅留下4752-4687點的跳空缺口，指數收盤也跌破5/10/月/季均線在4550-4650點區間支撐，技術面轉弱；幸好昨日拉回過程成交量適時萎縮，量、價並未失控。由於昨日尾盤出現恐慌性賣單摜壓，只要國際盤回穩，台股應有再次反彈機會，惟外資動向與台積電走勢需特別留意。
研判建議 由於市場對於央行在週三盤後緊急降息2碼動作，與出口與經濟衰退問題掛勾，加上大盤自去年底連漲5天後，上檔原已醞釀獲利回吐賣壓，使回檔力道加重。不過，假如行情提前拉回修正，反可舒緩過年封關賣壓，對中線行情未必是壞事；只是展望第一季基本面偏弱，台股恐缺乏長抱利基，只能利用跌深擇優酌接為宜。

全家便利商店一直以來投入店舖資源，與公益團體合作店內零錢捐，幫助社會上的弱勢族群。2009年，全家不再僅侷限和不同的公益團體共同募款的模式，而是發展出全新的公益品牌「逆風少年大步走」，而這個公益品牌，未來將持續關心社會上的弱勢青少年，邀請社會大眾一起來響應。
全家便利商店近幾年投注社會關懷於青少年族群，不僅是因為青少年為便利商店的主力客群，同時也是因為全家企業體系中，青少年佔了很高的比例，讓我們了解，有一群尚未成年的孩子在人生的路上，逆著風不好走，因為家庭、經濟等狀況無法繼續升學，又因為太過稚嫩生澀、學經歷不足而難以在社會就業。失去了家庭溫暖、經濟支持或教育資源，他們將會面臨許多困境。
今年全家持續透過店舖零錢捐，與「台灣少年權益與福利促進聯盟」共同幫助失學或失業的「雙失」弱勢青少年，也即將在今年第四季之後，實際利用全家本身的力量、台少盟這個公益團體的服務力以及民眾捐款，為這群弱勢的青少年打造就業力的課程，培養他們在社會上能順利工作、自給自足的能力。

全家一起做「公益創投家」
「逆風少年大步走」公益零錢捐計劃嘗試整合企業及社會資源，無論是提供多元的就業機會或是成為青少年就業力培訓師資與就業輔導人員，該計劃運用「公益創投」的概念投資提升弱勢少年的就業力，使其穩定參與多元培訓課程與職場體驗計畫，從中發展、儲備與提升自己的就業力，將能使弱勢少年在職場或學校獲得更好的發展機會。而全家便利商店更是率先拋磚引玉，成為本計劃最大的「公益創投家」。全家總經理張仁敦表示，全家便利商店主要的員工有一半以上是青少年，許多消費者也是青少年，因此全家非常重視與關懷青少年族群的需要，也積極推動各項公益活動協助弱勢青少年。今年「逆風少年大步走」公益零錢捐計劃，更是全家站在善盡企業社會責任(CSR)的立場，主動投入參與計劃中就業機會及培訓人力的提供，未來希望能帶動更多企業及個人一起來做「公益創投家」。

Russian natural gas could soon start flowing again into Ukraine and Europe after Russia agreed to let international observers monitor the Ukrainian pipelines.
Current European Union president, the Czech Republic, announced the deal after a day of talks between Russian, Ukrainian, and EU officials in Brussels.
Details of the agreement or exactly when gas will restart have not yet been announced.
Russia cut off all gas supplies to Ukraine on January first because of a price dispute. Moscow then stopped all shipments to Europe through pipelines running across Ukraine earlier this week, accusing Ukraine of stealing gas.
The cut off left millions of Europeans shivering in some of the coldest temperatures of the winter so far.
EU leaders called the gas cut off unacceptable and accused Russia of using Europeans as pawns in a trade dispute.
Russia supplies a quarter of all gas consumed in EU countries.
Moscow wants Ukraine to pay the full market price for gas without the discount Ukraine has enjoyed since the Soviet Union collapsed in 1991. But Ukraine says Russia wants double what Ukraine is prepared to pay.
Ukraine accuses Russia of refusing to negotiate a new price for sending gas shipped through Ukrainian territory.
European Commission chief Jose Manuel Barroso said the crisis raises serious doubts about the reliability of Russia as an energy supplier.
Russia briefly cut gas shipments to Ukraine in January of 2006, in a previous pricing dispute that resulted in reduced gas deliveries to Europe.

After extended negotiations, Arab and Western nations have agreed on a United Nations resolution, calling for a cease-fire between Hamas militants and the Israeli military in the Gaza Strip.
Arab League chief Amr Moussa told reporters that Arab ministers were pushing for a vote in the 15-member U.N. Security Council on Thursday. Diplomats continued to work out details late in the day.
Moussa says key elements of the draft resolution address the withdrawal of Israeli forces from Gaza, a fully respected cease-fire, the humanitarian situation in Gaza, and the re-opening of Gaza's border crossings.
The compromise draft also condemns all violence and hostilities directed against civilians, and all acts of terrorism. It calls on all U.N. member states to help in guaranteeing a sustainable truce, including preventing illegal arms smuggling, and ensuring that crossings remain open.
U.N. officials say more than 750 people have been killed in the Palestinian territory, a third of whom are children, nearly two weeks into the Israeli military offensive against Hamas.

On Thursday, the U.N. aid agency (UNRWA) suspended operations in Gaza because of what it called the danger posed by the Israeli military.
U.N. officials say an aid convoy came under attack in northern Gaza earlier in the day and two contract workers with its Relief and Works Agency were killed.
U.N. Secretary-General Ban Ki-moon condemned the attack and called for an immediate cease-fire. Israeli officials say they are investigating the incident.
Also Thursday, the International Committee of the Red Cross accused the Israeli military of failing to meet its obligations under international humanitarian law, delaying efforts to help the wounded in Gaza.
The group said its officials found four starving children huddled with 12 dead bodies in Gaza, in a house just meters from an Israeli military position.
Meanwhile, Israeli warplanes carried out new strikes on suspected arms-smuggling tunnels in the town of Rafah, near the Egyptian border. And Palestinian militants continued to fire rockets into southern Israel.
At least 18 Israelis have been killed in nearly two weeks of conflict, including at least nine Israeli soldiers, three of them Thursday.

In a separate development, at least three rockets were fired into the northern Israeli town of Nahariya from Lebanon, slightly wounding two people. The Lebanese militant group, Hezbollah, which fought a war with Israel in 2006, says it was not involved.
Israel also announced a three-hour halt in its Gaza offensive for a second day, to allow humanitarian aid into the territory. Israel has said it is halting its offensive for three hours each day (between 1100 and 1400 GMT) to allow Gaza residents to get supplies and medical help.
Aid workers say the situation in Gaza is dire, with many of the wounded unable to reach hospitals, which have been severely affected by a lack of power, medicines and clean water.
Also Thursday, Israeli defense official Amos Gilad was in Cairo to discuss a plan by Egypt and France for a Gaza cease-fire. Israel has said it welcomes the Egyptian-French plan but has stopped short of accepting it.
The Egyptian-French proposal calls for a limited cease-fire to take effect immediately to allow humanitarian aid into Gaza. The plan would then give Egypt time to broker a permanent end to hostilities between Israel and Hamas.
Hamas officials based in Syria say the proposal is "not an acceptable basis" for solving the crisis.

收盤簡評 週四台股受到國際股市與油價同步回檔修正，以及我國12月進、出口出現大幅衰退等利空影響，大盤跳空開低走低。在類股表現方面，電子股包括雙D、NB、IC設計與節能概念股全面走弱，傳產股則以金融、營建/資產與散裝航運等類股跌勢最重，指數終場大跌254.05點，以4535.79點作收，成交量並縮為764億。
重點觀察 大盤昨日在多重利空襲擊下跳空開低，不僅留下4752-4687點的跳空缺口，指數收盤也跌破5/10/月/季均線在4550-4650點區間支撐，技術面轉弱；幸好昨日拉回過程成交量適時萎縮，量、價並未失控。由於昨日尾盤出現恐慌性賣單摜壓，只要國際盤回穩，台股應有再次反彈機會，惟外資動向與台積電走勢需特別留意。
研判建議 由於市場對於央行在週三盤後緊急降息2碼動作，與出口與經濟衰退問題掛勾，加上大盤自去年底連漲5天後，上檔原已醞釀獲利回吐賣壓，使回檔力道加重。不過，假如行情提前拉回修正，反可舒緩過年封關賣壓，對中線行情未必是壞事；只是展望第一季基本面偏弱，台股恐缺乏長抱利基，只能利用跌深擇優酌接為宜。

逆風少年大步走
全家便利商店一直以來投入店舖資源，與公益團體合作店內零錢捐，幫助社會上的弱勢族群。2009年，全家不再僅侷限和不同的公益團體共同募款的模式，而是發展出全新的公益品牌「逆風少年大步走」，而這個公益品牌，未來將持續關心社會上的弱勢青少年，邀請社會大眾一起來響應。
全家便利商店近幾年投注社會關懷於青少年族群，不僅是因為青少年為便利商店的主力客群，同時也是因為全家企業體系中，青少年佔了很高的比例，讓我們了解，有一群尚未成年的孩子在人生的路上，逆著風不好走，因為家庭、經濟等狀況無法繼續升學，又因為太過稚嫩生澀、學經歷不足而難以在社會就業。失去了家庭溫暖、經濟支持或教育資源，他們將會面臨許多困境。
今年全家持續透過店舖零錢捐，與「台灣少年權益與福利促進聯盟」共同幫助失學或失業的「雙失」弱勢青少年，也即將在今年第四季之後，實際利用全家本身的力量、台少盟這個公益團體的服務力以及民眾捐款，為這群弱勢的青少年打造就業力的課程，培養他們在社會上能順利工作、自給自足的能力。
全家便利商店在各個社區裡不只是扮演販賣商品、提供服務的角色，更重要的是透過「逆風少年大步走」的公益品牌，成為每個地方的愛心匯集站。
幫助「逆風」青少年
全家一起做「公益創投家」
「逆風少年大步走」公益零錢捐計劃嘗試整合企業及社會資源，無論是提供多元的就業機會或是成為青少年就業力培訓師資與就業輔導人員，該計劃運用「公益創投」的概念投資提升弱勢少年的就業力，使其穩定參與多元培訓課程與職場體驗計畫，從中發展、儲備與提升自己的就業力，將能使弱勢少年在職場或學校獲得更好的發展機會。而全家便利商店更是率先拋磚引玉，成為本計劃最大的「公益創投家」。全家總經理張仁敦表示，全家便利商店主要的員工有一半以上是青少年，許多消費者也是青少年，因此全家非常重視與關懷青少年族群的需要，也積極推動各項公益活動協助弱勢青少年。今年「逆風少年大步走」公益零錢捐計劃，更是全家站在善盡企業社會責任(CSR)的立場，主動投入參與計劃中就業機會及培訓人力的提供，未來希望能帶動更多企業及個人一起來做「公益創投家」。
2009「逆風少年大步走」品牌的代言人，為知名歌手范瑋琪。范范近年來主持許多青少年節目，也相當支持打造青少年就業力的計畫。形象清新、積極正面的范范，相信更能讓這個公益品牌深植人心。
店舖愛心零錢捐
每年捐款金額穩定 今年目標募得2500萬
民眾的愛心並不受景氣影響，全家每年店舖零錢捐，為公益團體募得的款項穩定成長，去年下半年共募得超過1千2百萬。自2004年起，全家即投入店舖零錢捐的服務，為弱勢公益團體募款，截至去年底總捐款金額已超過億元。
2009年，全家全新的公益品牌「逆風少年大步走」與台灣少年權益與福利促進聯盟合作，整年度希望募得2500萬元的款項，為失學失業的弱勢青少年，打造就業力，再創一片天。

全球WiMAX產業陸續進入開台階段，繼Baltimore商運後，1月6日新Clearwire已於美國Portland堂堂上陣，芝加哥已進入企業使用期。在台灣寬頻產業邁向WiMAX新紀年之際，行動寬頻產業促進會藉由年終與各位分享WiMAX牛年展望，並將共同發表聲明推動「WiMAX拆帳中心」成立，此舉將加速台灣WiMAX產業商運順利。台北市電腦公會暨行動寬頻產業促進會，謹訂於2009年1月12日舉辦「WiMAX歡喜慶牛Year」記者會，誠摯地邀請 您共襄盛舉，親自參與並見證此項對國內WiMAX產業發展重要里程碑的記者會。

由本局組成之「2009年法國坎城MIDEM國際唱片展」台灣館暨
台灣樂團參展團，將於98年1月16日 啟程赴法國參展表演，
本次除援例邀請有聲出版業者組團前往並設置國家館外，亦已
獲MIDEM大會同意邀請國內優秀音樂團體，將於1月20日晩以
「Taiwan Night」為主題於會場演出，亦於1月18日 晚於巴黎
展演中心加演一場。在本局完成籌組參展團之際，召開
「2009年法國坎城MIDEM國際唱片展」行前記者會，歡迎各位
