歐洲股市星期一開盤時暴跌，持續了從亞太地區股市開始的一整天下滑趨勢。原油價格也在下滑，儘管石油輸出國組織上星期決定減產。
巴黎股指下跌了超過6%，法蘭克福指數下挫超過4%。倫敦金融時報100指數跌落了將近5%。倫敦交易市場上星期一的原油價格跌破每桶60美元的價位，這是投資人對全球經濟衰退可能對能源需求造成的衝擊作出的反應。
投資人擔心全球經濟放緩正在加劇，而各國政府為刺激成長制定的措施不足以扭轉局勢。日本的日經指數收盤時跌至26年來的最低點。之前日本政府宣佈的支撐股市一攬子計劃也無濟於事。
日本財務大臣中川昭一說，政府準備採取行動來穩定日圓的幣值。與此同時，七國集團財長和央行發表聲明說，日圓最近的大幅波動影響到全球的金融和經濟穩定。

With polls showing Americans worried about their jobs and finances, both presidential candidates have come up with plans to revive the economy - and each has said their opponent would make a bad situation worse.

Republican presidential contender John McCain has sought to portray his Democratic rival, Barack Obama, as a big-spending government interventionist. Speaking on NBC's Meet the Press program Sunday, McCain said increasing government spending would be irresponsible, considering the government's current debt burden.
"Spending was completely out of control. We laid a $10-trillion hole [debt] on future generations of America," said John McCain. "The housing crisis, combined with a country that is living way beyond its means, is a combination, which has put us into this great financial crisis we are in."
McCain has pledged to rein in government spending.
But Obama says McCain would continue President Bush's failed economic program that favored the wealthy over the middle class.

The Illinois Senator spoke at a campaign rally in Colorado.
"We are going to have to turn the page on eight years of economic policies that put Wall Street [investors] before Main Street [ordinary citizens] and ended up hurting both," said Barack Obama. "Rich people do better when ordinary folks are doing well. We need policies that grow our economy from the bottom up."
The consensus view of economists is that, having been through a devastating credit crisis sparked by a rash of home foreclosures, the United States could already be in a recession. Senator Obama's plan to revive the economy includes a new federal economic stimulus package focusing on infrastructure projects and aid to states facing budget shortfalls as a result of declining tax revenue.
An Obama economic advisor, former Treasury Secretary Robert Rubin, spoke on CBS' Face the Nation program.
"If you look at the credit markets, which is what is really going to determine what happens to our economy, not the stock market, there was quite a bit of improvement over the last week," said Robert Rubin. "But I think there is a lot more we need to do. I think it is imperative we have a very large fiscal stimulus. I do think the power of public policy in its entirety - that which has been done, plus a large fiscal stimulus - should be able to stem this [economic downturn] within a reasonable period of time."
Also appearing on the program, a McCain advisor touted the Arizona Senator's proposal for the federal government to buy up mortgages that are in danger of default. Douglas Holtz-Eakin said the plan would aid struggling homeowners and address what many economic observers regard as the root cause of the current financial turmoil.
"Where do you place your faith? Do you place it in the institutions that have failed us, which quite frankly are in Washington and in Wall Street, or do you put the money in the places where we know we can get effective results? And John McCain has not advocated sticking the money into Wall Street banks and the like," said Douglas Holtz-Eakin. "Let us put the money into the housing market. That is where this problem started. Let us get people into mortgages they can afford, and let us take care of the small businesses."
Polls continue to show Barack Obama leading in the presidential race, both nationally and in key states that he and Senator McCain are contesting. Obama has warned his supporters against complacency, while McCain is predicting he will close the gap in the final days before the election.

Damascus: US Soldiers Attack Building in Eastern Syria, Killing 8 People

Syria says U.S. soldiers have killed eight civilians in a raid on a building in Syria, eight kilometers from the border with Iraq.
The Syrian Foreign Ministry called envoys from the United States and Iraq to discuss Sunday's incident. In a statement, the government in Damascus called the act "aggression" and said it holds the U.S. military responsible for any repercussions.
The U.S. military has not commented, nor has Iraq.

The Syrian government says four U.S. helicopters took part in the raid Sunday on the town of Abu Kamal. It says U.S. soldiers emerging from the aircraft stormed a civilian building under construction and fired on the workers.
The Abu Kamal area is near the Iraqi border city of Qaim, which was once a major crossing point for fighters and weapons coming into Iraq from Syria.
State media say the U.S. helicopters flew to Iraq after the attack, and that the victims include a father, his four children, and a married couple.

Lithuania's opposition conservatives have won the country's parliamentary election, which will give Lithuania its first conservative-led government in seven years. Stefan Bos reports for VOA from Budapest.

Lithuania's opposition party, the Homeland Union, hopes to capitalize on voters' fears of energy dependence on nearby Russia, at a time when the economy is slowing in the wake of the global financial crisis.
The Homeland Union, won the most seats in the first round of voting on October 12. The second round is a runoff for 68 of the 141 seats in parliament.
Lithuania is under pressure from the European Union to close its only nuclear power plant by the end of 2009.
The long-ruling Social Democratic-led government of Prime Minister Gediminas Kirkilas has said closing the plant was a condition for Lithuania to join the EU in 2004.
However, he recently told reporters he wants to re-negotiate the accord.
"We are respecting our agreements, our commitments and we don't want to violate agreements," said Gediminas Kirkilas. "But our proposal is to have some new interpretation. I believe that we will discuss this, and that we will continue our discussions with the European commission [and] with of course the leaders of the [European] goverments."
The editor-in-chief of the Baltic News Service, Arturas Rachas, suggests to Russia Today television that voters believe the government could have done more for energy security.
"It has nothing to do with Lithuanians' commitment to the European Union," said Arturas Rachas. "It has to do only with the government's, I would say, impotence for the few recent years. They did nothing."
Analysts say a planned replacement of Lithuania's power plant, to be built jointly with Estonia, Latvia and Poland, is unlikely to be ready before 2015.
Some voters say they want the next government to ensure the existing plant remains open for the coming years, as it provides 70 percent of the country's energy needs.
The opposition Homeland Union party has also campaigned on economic issues, saying it wants to cut taxes and backs the launch of the euro currency as early as 2011 or 2012.
Commentators say that although the Homeland Union is expected to gain enough seats to form a coalition government, the long-ruling Social Democratic Party could strike a deal with two populist parties in an effort to retain power.
However Homeland Union leader Andrius Kubilius says he believes it will be possible for conservatives to form a new government for the first time in nearly a decade, together with center-right and liberal parties.

Australians are keeping a close eye on the U.S. presidential election, and there are indications that the race will help improve opinions of the United States. As Phil Mercer reports from Australia, the outcome of the race could have important effects on the ties between the two countries.
For months, the exhausting race to the White House has dominated the Australian media.
The collective might of America's economy, its military and culture dictates much of what happens around the world. Geoffrey Garrett, the head of the U.S. Studies Centre at the University of Sydney, thinks this presidential election matters more than most others in recent memory.
"I think the stakes are higher here not only in the U.S. but globally simply because the American reaction to September 11 [2001] has made the 2000s a pretty antagonistic decade and I think the world is watching now to see if the U.S. can come back into the global mainstream more," said Garrett.
A recent worldwide survey about the U.S. election showed that 76 percent of Australians want Democratic candidate Barack Obama to win, and 10 percent prefer his Republican rival John McCain.
In the poll, by Readers' Digest, 17 percent of Australians surveyed said they were in favor of the U.S. government, against 67 percent who were neutral about it and 15 percent who opposed it.
However, 58 percent said their opinion of the U.S. would improve if Obama is elected, against 15 percent for McCain.
The two countries have been close allies since the early 1950s. It is an enduring alliance that saw Australian troops serve in the Vietnam War, as well as more recently in Iraq and Afghanistan.
Canberra needs the relationship - and the guarantees of military assistance that go with it - far more than Washington does. Australia's commitment to conflicts in Iraq and Afghanistan is what experts describe as "alliance maintenance" - a diplomatic necessity to ensure that the security umbrella the U.S. provides remains intact.
Garrett says Australia could see the next U.S. administration asking for additional help in Afghanistan.
"Kevin Rudd, the Australian prime minister, not only said he wanted to withdraw combat troops from Iraq, he said that Afghanistan was 'the right war,' which, of course, is what Barack Obama has said," said Garrett. "So, I would imagine that the next U.S. president is going to come calling on Prime Minister Rudd asking for more Australian involvement in Afghanistan in 2009 or 2010."
Despite the close relationship with the U.S., Australians have been generally disappointed with the administration of President Bush. In one University of Sydney poll last year, 45 percent of Australians had unfavorable views of the U.S. government.
However, former Deputy Prime Minister Kim Beazley does not think that public opinion here has turned against the U.S. alliance.
"Even though there are high levels of disapproval of the Iraq war and unfortunately also at the moment of our engagement in Afghanistan, there's been only glacial movement in the underpinning support for the United States alliance," said Beazley. "That is not necessarily the case elsewhere around the world. That is probably unique to Australia."
Mr. Beazley thinks the world's current financial problems will help Barack Obama win what he calls "most captivating U.S. election since the Kennedy-Nixon race in 1960."
"I personally think but for this economic meltdown he probably would not have fallen across the line," he said. "Now it looks as though he likely will."
A year ago voters in Australia ushered in a new political when Labor leader Kevin Rudd swept to victory in national elections, ending a decade of conservative government. There is an expectation here that Americans will do the same on November 4.
"First black president and all. I mean, that's probably the first thing people are looking at," said one Australian. "Yeah, the possibility that could happen in a country that's seen as being so racist America, yeah definitely.
Some Australians, however, are not convinced that the Illinois senator has what it takes to lead the world's most powerful nation.
"Obama - I have great hesitation thinking of the world as it is at the moment and how dangerous it is. More or less the unknown. I think he's very much new blood and very interesting that way," said one woman. "McCain I think is very much the old school - that's how I look at him. But he's probably someone I'm not so interested in but maybe he's safe to a lot of people."
In another recent survey, by the Gallup organization, 76 percent of Australians said they thought the U.S. election would have an effect in their own country. In that poll, 64 percent of Australians wanted Obama to win, against 14 percent who favored McCain.

World Bank president Robert Zoellick has concluded a visit to Haiti to survey the damage left by four storms that ravaged the impoverished Caribbean nation in August and September.
Zoellick said Wednesday before his departure that the bank has forgiven half of Haiti's foreign debt and could forgive the rest by the middle of next year. Haiti is the poorest nation in the Western hemisphere, with foreign debt of nearly $1.7 billion.
Zoellick said during his visit he saw homes, bridges, and roads damaged by the storms. He said the damage "makes your eyes pop".
The spate of hurricanes and tropical storms left nearly 800 people dead.
The World Bank has pledged $25 million in emergency grants to Haiti.

The United Nations Mission in the Democratic Republic of Congo (MONUC) is demanding rebels loyal to renegade army general Laurent Nkunda to relinquish an army base it seized yesterday (Sunday). Nkunda's National Congress for the defense of People (CNDP) rebel group reportedly seized an east Congo army base and the headquarters of a refuge housing some of the world's last mountain gorillas, in heavy fighting that left unknown number of soldiers, rebels and civilians killed in the renewed fighting in the restive North Kivu province.
The rebel attack marked the second time rebels have seized the Congolese national Army Rumangabo base since Aug. 28, when renegade army general Laurent Nkunda went on the offensive charging that government troops had broken a January cease-fire agreement.
Michel Bonnardeaux is the spokesman for MONUC. He tells reporter Peter Clottey from the Congolese capital, Kinshasa that the rebels also attacked a United Nations convoy after seizing the Congolese army base.
"Indeed yesterday (Sunday) in the early hours of the morning the CNDP that is the rebel group led by general Laurent Nkunda attacked a military camp called Rumangabo, which is 50 kilometers north of Goma, the provincial capital and not very far from Rwanda. Now, they took over the camp about 10 days ago and had withdrawn once the UN had pressured them to do so because it is outside their zone of influence and outside of what we call the separation zone between the two forces. So that is what happened yesterday," Bonnardeaux pointed out.
He said the United Nations mission in the DRC is demanding the rebels return the seized army base to the government.
"Once again we've asked them to leave the premises and return it to the national army and the national army was also occupying another village called Tongo and they also withdrew from that village after UN pressure and it was later taken over by the CNDP rebels. So, pressure is ongoing," he said.
Bonnardeaux said expressed its displeasure to the rebel command after they attacked a United Nations convoy.
"The new thing today is that the CNDP rebels shot at two APC those are armor personal carriers of the UN as the UN was trying to maintain security along the major roads between Goma and Ruturu," Bonnardeaux noted.
He said although the United Nations is trying to maintain peace in the restive north Kivu, it would not tolerate any rebel attacks on its forces adding that the UN would soon demand both opposing parties abide by the already signed agreement.
"That moment is certainly coming. The UN has a lot of patience, but certainly when we get shot at it becomes very worrisome and we've made it very clear to the rebels that we would not fathom this kind of behavior," he pointed out.
Bonnardeaux said the United Nations Mission in the DRC is providing a safe zone for civilians in the restive north Kivu region to move about to more safe areas.
"That is the principal reason why we were maintaining security around the major passages in order for people who wish to flee and people who are fleeing from the combat zone for them to do it safely. Now, the MONUC position continues to be the implementation of the peace process that was negotiated back in January, and this attack today is really a set back and it does not help the situation at all. It also doesn't help the CNDP in what they are complaining, which is a concerted attack by the national army on the Hutu rebels that are still roaming around the hills of eastern Congo and threatening certain ethnic groups in that area," Bonnardeaux said.
He said it would a bad strategic move if the rebel attack forms part of Nkunda's plan to take over the country.
"Well, if that is what he was trying to do then it's the wrong way because that is eastbound attacks whereas Kinshasa would be the other about 2000 kilometers. So, no, I don't think that is a major offensive on the country. as you know the country is absolutely very huge, which is over two million kilometers," he noted.

工研院、廣達榮獲伽俐略創意競賽之全球專題第一及台灣區第一 (2008/10/27)
工研院與廣達近日於德國慕尼黑，榮獲德國巴伐利亞邦經濟部長Emilia Müller頒發2008伽俐略創意競賽（European Satellite Navigation Competition 2008）之全球主題冠軍及臺灣區冠軍獎項，這不僅是伽俐略創意競賽首次開放給非歐盟國家參與，更讓工研院與廣達有機會，從全球293件伽俐略衛星創意提案中脫穎而出，進而躍上國際舞台。
工研院冠軍作品名稱為「CITITOUR」，是運用伽俐略的定位功能及WEB2.0的快樂科技理念，顛覆過去的傳統旅遊形態，讓科技提供每一位旅行者擁有屬於自己的「完美伴旅」，不僅能隨時隨地獲得貼身的即時相關訊息，更能從旅行中成為他人的導遊與同伴，再透過此平台所發展出的機制，讓旅行不再只是發掘其中的樂趣，也能從互動中獲得更多實際回饋。
而廣達冠軍作品名稱為「YOU CAST」，即是藉由伽俐略定位、時間及角度定位等多元特性整合後，打造一個可供全球議題即時報導的分享平台，透過具有衛星定位及數位相機功能的手機為介面，讓不同族群的生活訊息，可以隨時隨地的透過此分享平台，用精準定位評估每一則重要議題，邀請更多人即時討論，以解決生活中共同關切的重視議題，讓生活中擁有更多生活體驗。
2008伽俐略創意競賽主席Thorsten Rudolph表示，今年台灣是第一次加入競賽的國家，其高達55%的投件數作品，不僅位居全球之冠，更能藉由台灣過去在科技產業完整垂直產業之經驗，讓衛星創新概念藉由台灣產業與國際接軌，並且成為全球市場的重要競爭力來源及優先進入歐盟在全球衛星導航產業的重要夥伴。

超商量販帶頭 麵包降價5%到20% (2008/10/27)
很多人都覺得，麵包越來越貴，幾乎都快要是半個便當的價錢了，以前1、20元的價格現在幾乎都要3、40元，根本買不下手，不過最近國際麵粉價格開始下滑，但麵包店業者好像也不見任何降價的動作，現在有超商業者跟量販業者帶頭反映，採取降價1成，或者是買一送一，少賺一點，但讓民眾願意多消費。
國際麵粉價格最高漲到6百多，整整比去年飆漲1倍的價格，不漲價根本做不下去，不過最近麵粉價格開始下滑，超商業者跟量販業者就開始帶頭調整價格。民眾：「本來差不多15元左右，現在快30元了，對啊，一個麵包再加一個飲料的話，加起來就5、60元了。」
以大賣場為例，像家樂福愛買大潤發都推出部分麵包買一送一的活動，萊爾富超商更是直接在麵包的部分直接降價1成。
超商業者：「這一次降幅大概可以4到8元左右，那有這樣的空間，基本上我們是犧牲了一些利潤，來做降價的一個空間，那未來我們可能也還會逐步的再去做檢討，看有降幅的空間，原物料的部份，我們其他的商品也可以做調整。」
雖然超商跟量販業者開始帶頭降價，不過一般的麵包業者認為，其他原料像是奶油跟雞蛋沒有降價，所以目前麵包要調降價格，恐怕暫時還要再觀察觀察。

南台灣最大食品盛會－2008年高雄食品展11月6日起登場 (2008/10/27)
由外貿協會主辦的南台灣最大食品盛會--「2008年高雄食品展覽會」即將於11 月6 日至9 日假高雄工商展覽中心登場。外貿協會舉辦「台北國際食品展」已有18年的豐富經驗，去年首度將台北食品展的經驗移師到高雄，辦理高雄食品展，成果斐然，今年再度邀集食品相關業者展出，提供消費者及專業參觀者在南台灣最精緻的交易平台，也為食品相關產業開拓商機。
「2008年高雄食品展」由經濟部國際貿易局委辦、中華民國對外貿易發展協會主辦、高雄市政府海洋局協辦，共計131家廠商報名，使用196個攤位，規劃七大展區，分別為「加工食品區」、「超低溫鮪魚暨海洋食品推廣區」、「百年品牌暨伴手禮區」、「友邦國家產品區」、「餐飲設備區」、「生鮮水果區」、「媒體區」。
今年高雄食品展主題豐富、展出內容多元化，例如：「加工食品區」展示創立47年，使用零污染食材，健康養生百分百的『馬玉山食品』、當紅電影「海角七號」中的人氣No.1【馬拉桑小米酒】、符合食品安全標準，高品質即溶沖泡飲品的「貝絲國際」、健康有機養生之紅麴食品的「台北酒廠」；「超低溫鮪魚暨海洋食品推廣區」由高雄市政府海洋局領軍，邀集超低溫鮪魚及海洋食品，參展廠商包括鲔哥、鮪軒、旭昌海洋、利豐超低溫水產、匯永實業、順億超低溫、建榮冷凍、新和興海洋等8家，現場提供天天免費生魚片品嚐；「百年品牌暨伴手禮區」有72年來對甘醇始終堅持的『金蘭食品』、堅持純手工古法製作的『玉民麻油』；「友邦國家產品區」由華沙(波蘭)貿易辦事處展出當地茶葉、日商丸德的冷凍水產及來自日本的『暐弘公司』展示擁有80年歷史【大地藏完全米醋】；「餐飲設備區」有美國引進最新科技濾水器，強調喝水、用水一次OK的『森泉科技』、億泰利鍋具、台灣玻璃的玻璃餐具、乾唐軒的陶瓷藝術器皿等。
今年「高雄食品展」首度規劃辦理「港都辦桌王」料理比賽，邀請全台知名南部辦桌師阿勇師、中部辦桌師周牧群師傅擔任評審， 27日特別邀請兩位大師現場示範由百年品牌「吉利號烏魚子」所提供台灣純手工製造的烏魚子，由中部辦桌師周牧群師傅示範如何將烏魚子經過完美的刀工及擺盤，；另外，南部辦桌師阿勇師特別將烏魚子入菜，做出美味的創意佳餚。
「2008年高雄食品展」也增添國際化色彩，今年預計將吸引來自日本、香港、中國大陸、新加坡、馬來西亞、杜拜等國家買主前來參觀，促成貿易機會，預期將為參展廠商帶來龐大商機。
為回饋南台灣民眾，特別舉辦抽大獎活動，凡購買展覽門票新台幣50元，即可獲得抽獎券，獎項有長榮航空提供台北-亞洲不限航點免費來回機票、高級濾水器、葡萄酒禮盒、富麗米、人蔘茶包禮盒、蛋捲禮盒、食品禮盒…等近500份獎品，天天抽出。另外，主辦單位今年特別聯合參展廠商推出「好康優惠大方送」活動DM，包括買一送一、超值特惠、好康贈送、折扣超低價等優惠，其優惠之相關折扣價值25,000元。
展覽期間主辦單位並於1、2樓活動舞台舉辦近30場的展中互動活動：小氣買家搶購王、聰明買家拍賣會、美食估價王等，生魚片免費試吃、咖啡飲品隨你喝、調味贈品免費送。同時，也將辦理數場免費講座「食在安全講座─如何吃得健康又安全」，如何製作省錢創意料理的「美食料理達人SHOW」、「超低溫鮪魚」推廣講習會及「清真食品市場商機研討會」。

台灣偶戲赴歐洲巡演 文化外交出擊大放異彩
布袋戲宗師李天祿之長子偶戲大師陳錫煌所率之「台原偶戲團」結束為期3週的歐洲巡迴表演後，於本（24）日返抵國門。現年78歲的陳錫煌大師神采奕奕地表示，自己不負文化外交的使命，還俏皮地引用當前熱門名句說「因為哇嘛係國寶咧」。
新聞局邀請「台原偶戲團」於10月赴法國、匈牙利、德國及捷克等歐洲4國巡迴演出16場極具台灣特色的掌中戲，在重視藝文活動之歐洲引起廣大迴響，除了演出場場爆滿、觀眾反應熱烈外，並獲國際媒體以大篇幅的深度報導盛讚台灣精緻藝術。
新聞局局長史亞平表示，新聞局將台灣傳統布袋戲搬上國際舞台，在向來藝文活動百家爭鳴的歐洲能大獲好評，不僅是給予「台原偶戲團」演出高度肯定，亦能讓歐洲人士認識台灣文化藝術的另一面向。
史局長指出，新聞局規劃「台灣意象之旅」文宣專案，繼邀請「原舞者」赴中南美洲巡演後，再次藉由台灣美麗珍貴的偶戲藝術，安排「台原」赴歐洲巡演，盼能增進雙方文化交流。此亦係政府首度邀請藝文團體赴匈、捷等東歐國家演出。
為了拉抬巡演聲勢，新聞局於事前規劃一系列配套文宣作為，包括邀請各巡演國家媒體記者訪台，相關外館加強新聞聯繫工作及辦理酒會、電影欣賞會、照片展等文宣活動。
陳錫煌大師出神入化的掌中表演，用最生動的方式「戲」說台灣故事，讓當地媒體嘆為觀止，德國「易北河日報」報導讚譽，「台灣偶戲可看出天生傲骨不畏艱險的台灣人精神，其細膩的動作與生動表達方式都可推崇為獨步全球」。該團在有「中世紀寶石」美譽的布拉格演出亦獲得激賞，捷克第一大報「今日日報」以「老師傅使木偶微笑」為題盛讚該團表演，匈牙利則有多家電視媒體報導，以影像呈現台灣布袋戲活靈活現的藝術。「台原」巡演迄已獲歐洲重要媒體報導30餘篇次，其中有近三分之ㄧ為電視報導，並有多篇為大篇幅之深度報導。
陳錫煌大師指出，非常感謝新聞局的各項安排，讓台灣布袋戲藝術在歐洲大出風頭。他感性地說，布袋戲是他一生唯一的志業，布袋戲偶師的生命總有一天會結束，但布袋戲的生命卻能延續下去，希望台灣民眾也能分享該團在海外傳達台灣文化的榮耀。（E）

澄清某國外媒體對於「保險業辦理國外投資管理辦法」第九條修正條文內容之報導新聞稿
金管會表示，為強化保險業資金運用風險之管理，已於數月前開始研議修正「保險業辦理國外投資管理辦法」第九條相關條文內容，並已於本(97)年9月9日對外公告修正草案內容及發布新聞稿，由於各界在公告期間內並未對於該草案表示意見，該條修正條文爰於本年10月22日正式公布施行。以下僅針對日前某國外媒體對於該條條文修正內容之報導內容澄清聲明如下：
一、 為適度強化保險業資金投資風險之管理，目前保險業持有美國聯邦國民抵押貸款協會( Federal National Mortgage Association )、聯邦住宅抵押貸款公司(Federal Home Loan Mortgage Corporation )及美國政府國民抵押貸款協會(Government National Mortgage Association)等機構發行或保證之住宅不動產抵押貸款債券（MBS）投資總額，不得超過保險業經核定之國外投資額度百分之五十，對於每一機構之個别投資金額，不得超過保險業經核定之國外投資額度百分之二十五。據統計，絕大多數保險業對於上開債券之投資比例均遠低於該項限額規定，且在該條文發布前已持有之超限部位，仍可繼續持有至到期日，因此，現行規定尚不致對保險業之投資產生影響。
二、 由於美國聯邦國民抵押貸款協會等三家機構分別屬於美國政府直接持有或具有美國政府隱含支持，其機構特性與一般發行機構並不相同，並無需藉由債券資產池信用評等分數限制方式，達到降低投資風險之目的，故該條文內特別明定上開三家機構發行或保證之住宅不動產抵押貸款債券不適用債券信用評等須經國外信用評等機構評定為A - 級或相當等級以上與資產池之債權平均信用評等分數須達六百八十分以上等規定。
三、 部分報導內容所提金管會保險局於97年10月16日發布保險業對於持有上開三家機構住宅不動產抵押貸款債券之會計處理等規定，與事實不符。
